In May 2025, tensions in the Russia-Ukraine war escalated when Russian officials claimed that President Vladimir Putin’s helicopter narrowly escaped a drone attack during his visit to the volatile Kursk region. The incident, reportedly orchestrated by Ukrainian forces, has drawn global attention and further highlighted the increasing role of drone warfare in the ongoing conflict.
Background: Why Kursk Is a Flashpoint
Kursk, a Russian region located near the Ukrainian border, has long been a site of strategic importance. In 2024, Ukrainian forces launched a bold offensive in the region, pushing back Russian troops and claiming control over significant territory. By May 2025, reports indicated that Ukraine had taken back around 1,000 square kilometers of land and reclaimed 28 settlements.
This growing momentum alarmed Russian authorities, who responded by evacuating over 180,000 civilians. The region’s proximity to the front lines makes it especially vulnerable to cross-border strikes, both manned and unmanned.
The Attack on Putin’s Helicopter
President Putin was on an official visit to the Kursk region, including the town of Kurchatov. During this trip, Ukrainian drones allegedly targeted the airspace over which Putin’s helicopter was flying. According to Russian military official Yuri Dashkin, the aircraft came dangerously close to being struck.
Dashkin described the situation as a “high-risk moment,” claiming that Russian air defense systems engaged in a significant aerial battle to defend the president’s helicopter. He asserted that dozens of Ukrainian drones were intercepted in the process, emphasizing that Putin’s aircraft was “surrounded” by UAVs at one point.
Surge in Ukrainian Drone Attacks
The attempted drone strike on Putin’s aircraft occurred during a wider campaign of intensified Ukrainian drone operations. Between May 19 and May 22, 2025, Ukraine launched several waves of drones deep into Russian territory. These attacks targeted infrastructure, airbases, and communication systems across at least 13 Russian regions.
Some of the drones succeeded in hitting their targets, causing fires, civilian injuries, and brief airport shutdowns. The attacks also reportedly led to widespread internet outages in affected areas. Russia, in turn, claimed it intercepted over 700 drones using electronic warfare and traditional air defense systems.
This campaign is seen as part of Ukraine’s strategy to bring the war closer to Russian soil and strain its defense resources.
What This Means for Drone Warfare
The use of drones in this incident underscores a pivotal shift in modern military tactics. Drones have become a centerpiece of combat strategy for both Ukraine and Russia. These unmanned systems are now used not only for surveillance and reconnaissance but also for direct attacks on strategic and high-profile targets.
In fact, Russia established a separate “Unmanned Systems Forces” branch in early 2025, aimed at integrating drones more deeply into its military operations. Ukraine, too, has developed an extensive drone program, with both sides heavily relying on locally-made and imported drones.

Putin’s Visit and the Broader Message
Putin’s trip to the Kursk region was symbolic. He visited areas near the front lines to demonstrate control and reassure the Russian public amid reports of Ukrainian gains. The drone attack attempt sent a clear message from Kyiv: even the highest echelons of Russian power are not beyond reach.
Although Putin was unharmed, the event highlighted gaps in Russia’s air defense network and raised questions about how secure even senior officials are during such visits.
Escalating Hostilities and Human Cost
As drone warfare intensifies, so does the broader conflict. Around the same time as the attack on Putin’s helicopter, Russia launched one of its most extensive aerial offensives of the war. It involved dozens of drones and missiles targeting Ukrainian cities, including Kyiv.
These strikes resulted in at least a dozen civilian deaths, widespread blackouts, and further destruction of infrastructure. The Ukrainian government accused Moscow of indiscriminate attacks and reiterated calls for increased international support.
Diplomacy at a Standstill, but Prisoner Swaps Continue
While hopes for a ceasefire remain dim, diplomatic channels have remained partially open through humanitarian measures. On the same weekend as the helicopter incident, both Russia and Ukraine exchanged 303 prisoners each. This was part of a broader release of around 1,000 detainees, including civilians, over several days.
The swaps were reportedly agreed upon during indirect negotiations earlier in May. Though minimal in terms of strategic impact, these exchanges show that limited cooperation continues, even amid fierce hostilities.
